Challenges

Power solutions needed for multiple regions with acute power shortages
Import restrictions and extended lead times for procurement of materials
Limited availability of gas supply throughout the year

Background

In 2008, Argentina was facing severe under capacity in its supply of electricity, driven

by slow-paced investment, transmission line restraints, and a continuous rise in electricity

demand. To alleviate the energy shortages, Compañía Administradora del Mercado Mayorista Eléctrico (CAMMESA) needed additional distributed power to meet the high seasonal peak demand in the provincial regions. Later in 2016, another power demand surge in more populated areas and intermittent gas supply prompted CAMMESA to seek a fast and flexible power solution.

Solution

To minimize the initial shortages, APR Energy proposed a modular, multi-phased approach that would extend over several years. A local entity was created, and with specialized knowledge, the lengthy environmental permitting process was completed by the final project commissioning approval. In 2016, a large-scale, flexible, dual fuel gas turbine plant was quickly mobilized, installed, and commissioned.

Outcome

Over numerous phases, APR Energy has provided CAMMESA with a total of 410MW. At five separate locations, 90MW of distributed power were installed to meet seasonal peak demands and provide additional grid support. These diesel-power plants, which we continue to operate and maintain, were delivered on a fast-track basis and feed directly into regional substations. Due to the extensive local knowledge and positive experience with APR Energy, an additional 320MW contract over five years, using 14 fuel-flexible turbines, was awarded to APR Energy in June 2016 – the largest single award in company history. We employ 100 percent of our onsite personnel from local communities, and most materials for maintenance are locally sourced.
